This report presents a comparative gap analysis of Ukrainian legislation in the district heating sector against relevant European Union legal frameworks. The study identifies discrepancies between national regulations and EU directives, evaluates the degree of legal and policy alignment, and formulates recommendations to support harmonisation within the Reform of the District Heating Sector in Ukraine (ReWarm) project. The findings aim to facilitate Ukraine’s approximation to the EU acquis in the field of energy and district heating governance.
